International Agency Terms

These terms govern the access and use of Nexus by public agencies, governmental entities, special district agencies, and other qualifying organizations operating outside the United States. By registering for an agency account, creating an official agency page, or otherwise utilizing Nexus services, agencies and their authorized users agree to abide by these legally binding terms. These terms function as a standalone agreement applicable to international agencies and do not extend to residential or business members, who are instead governed by separate user agreements. Agencies within the United States must refer to the Nexus US Agency Terms of Service, while federal government agencies operating within the United States must also comply with the Federal Government Addendum to Agency Terms of Service for any official use of Nexus services.

Nexus is an online platform designed to foster engagement between public agencies and the communities they serve. The services provided through Nexus include real-time information dissemination, emergency notifications, public announcements, and digital interaction tools that allow agencies to communicate directly with residents. Agencies may establish official pages to serve as dedicated communication hubs, where they can post updates, share content in various formats including text, images, and video, interact with community members through discussions and surveys, and access analytical tools to measure outreach and engagement effectiveness. These services are intended exclusively for official agency use and may not be utilized for personal, commercial, or political activities that fall outside the scope of an agency’s governmental or public service mandate.

Agencies eligible to use Nexus services include international governmental entities, municipal and local governments, law enforcement departments, fire and rescue services, public health organizations, school districts, public utilities, and other institutions responsible for providing essential public services. To gain access to Nexus, an agency must complete the official registration process, submit verification documents demonstrating its status as a recognized public entity, and designate authorized personnel who will manage the agency’s digital presence on the platform. Each user associated with an agency account must be an officially designated representative and must use a verifiable email address linked to the agency’s domain. Users are strictly prohibited from sharing login credentials, misrepresenting their roles, or engaging in any conduct that violates Nexus policies.

All content published by agencies on Nexus must be accurate, relevant, and compliant with local, national, and international laws. Agencies bear sole responsibility for ensuring that their communications align with legal and ethical standards, particularly in relation to data privacy, intellectual property rights, and non-discrimination laws. Agencies must not share personally identifiable information of individuals without explicit legal authorization or consent, nor may they engage in deceptive practices, spread misinformation, or post content that incites violence, discrimination, or unlawful behavior. Additionally, agencies are expressly forbidden from using Nexus as a platform for political advocacy, electoral campaigning, lobbying efforts, or any form of solicitation unrelated to their governmental responsibilities. The publication of commercial advertisements, promotional content, or fundraising appeals is strictly prohibited unless such activities are mandated by law or explicitly approved by Nexus.

To maintain transparency and public trust, agencies must ensure that all details associated with their official Nexus pages remain accurate and up to date. This includes providing correct agency names, descriptions, contact information, and links to official external websites where applicable. Agencies are responsible for maintaining control over their user access settings, revoking permissions for personnel who are no longer authorized to represent them, and implementing security measures to prevent unauthorized account access. Misrepresentation of an agency’s identity, impersonation of another entity, or any attempt to create misleading affiliations will result in immediate suspension or termination of the agency’s account.

Nexus grants agencies a non-exclusive, revocable license to use its services in accordance with these terms. While agencies retain ownership rights over the original content they produce and share on Nexus, by posting such content, they grant Nexus a limited, worldwide license to display, distribute, and, where applicable, republish this content for the purposes of facilitating communication between agencies and communities. This license does not extend to commercial exploitation of agency content without prior consent. Nexus reserves the right to remove or restrict content that violates these terms, infringes intellectual property rights, or otherwise disrupts the integrity of the platform.

Agencies must comply with applicable data protection regulations, including but not limited to the General Data Protection Regulation (GDPR) for agencies operating within the European Economic Area, the Personal Information Protection and Electronic Documents Act (PIPEDA) for Canadian agencies, and other national privacy laws that govern the handling of personal data. Agencies collecting information through Nexus features such as surveys and feedback forms must provide clear disclosures regarding the purpose of data collection, obtain necessary consent where required, and implement adequate safeguards to prevent data breaches or unauthorized access. Nexus assumes no responsibility for an agency’s independent data collection activities and expects all agencies to uphold the highest standards of data security and privacy protection.

Termination of an agency’s access to Nexus services may occur at the agency’s request or at Nexus’s discretion in cases of non-compliance with these terms. Agencies may deactivate their accounts at any time by submitting a formal request through the Nexus support center. Nexus reserves the right to suspend, restrict, or permanently remove an agency’s account if it determines that the agency has violated platform policies, provided false information during the registration process, failed to adhere to security protocols, or engaged in activities that compromise public trust. Nexus also retains the authority to initiate enforcement actions in response to repeated policy violations, which may include legal proceedings where applicable. Agencies subject to enforcement actions have the right to appeal through Nexus’s internal dispute resolution process.

Disputes arising from an agency’s use of Nexus services must first be addressed through Nexus’s internal mediation and resolution mechanisms before legal action is pursued. Agencies operating outside the United States are subject to the governing laws of their respective jurisdictions, and any legal claims related to the use of Nexus will be adjudicated in the appropriate national or regional courts. Agencies based in the European Union, the United Kingdom, Canada, and Australia may have additional rights and obligations under regional laws governing digital platforms and public sector communications.

Nexus reserves the right to modify these terms as necessary to reflect updates in policies, legal requirements, or service offerings. Agencies will be notified of material changes through official communication channels, and continued use of the platform following such updates constitutes acceptance of the revised terms. If an agency does not agree with the modifications, it must discontinue its use of Nexus services and formally request account deactivation.
