Violence And Incitement Policy
Preventing offline violence is a core priority, and this policy ensures that no content on Nexus contributes to real-world harm. While people often use strong language to express frustration, disagreement, or disdain, any content that incites, encourages, or facilitates violence is strictly prohibited. We take action against speech that includes direct threats, implied harm, or language that creates a genuine risk to public or personal safety.
Nexus removes content that calls for, organizes, or glorifies violence, especially when it targets individuals or groups based on protected characteristics, immigration status, or other vulnerabilities. This includes immediate action against content that poses credible threats to physical well-being. Accounts found engaging in violent rhetoric may face removal, and Nexus may collaborate with law enforcement in cases where public safety is at risk.
While we acknowledge that some speech regarding violence is rhetorical or used to raise awareness, we carefully analyze the language, intent, and context to distinguish casual expressions from credible threats. We also assess factors such as the speaker’s influence, the audience, and the potential impact of the content in real-world settings.
Prohibited Threats And Acts Of Violence:
Any statement, visual, or reference that expresses intent, desire, or encouragement to commit violence is considered a violation. This includes direct statements, conditional threats, aspirational comments, calls to action, and language advocating for harm.
We recognize that certain expressions of violence, such as hypothetical discussions about terrorists or violent criminals, do not always indicate intent. For example, phrases like "I hope they take out the terrorists" are not considered credible threats. However, any content that directly threatens, coordinates, or facilitates violent acts will be removed.
Universal Protections Against Violence:
Every person is protected from threats of violence that could lead to death or serious injury. This includes:
Statements calling for or encouraging murder, extreme physical harm, or severe attacks on an individual or group.
Expressions of intent to cause serious bodily injury.
Admissions of committing high-severity violence unless in the context of redemption, self-defense, or legally justified force (e.g., law enforcement or military actions).
Kidnapping or abduction threats unless shared as a plea for help by a victim or their family.
Enhanced Protections For Vulnerable Groups:
Additional safeguards apply to individuals at greater risk, including children, private adults, and individuals targeted based on protected characteristics. In addition to high-severity threats, these individuals are also protected from:
Threats of low-severity violence, such as expressions of intent to cause harm without risk of death or serious injury.
Harassment or intimidation that creates fear of imminent violence.
Inciting Or Facilitating Violence:
Nexus prohibits content that facilitates or supports violence in any form, including:
Encouraging or offering services related to extreme violence, such as assassinations, mercenary activity, or criminal enforcement.
Providing instructions on making or using weapons with the stated intent to cause harm.
Demonstrating the effects of explosive devices in a manner that promotes violent use.
Coordinating or encouraging the armed takeover of locations, including places of worship, schools, polling sites, or government offices.
Threatening to disrupt election processes, voter registration, or vote counting through violent means.
Glorification And Encouragement Of Violence:
Any content that praises or justifies acts of violence is prohibited, including:
Celebrating gender-based violence, domestic abuse, or honor-based crimes.
Defending or promoting violent extremist groups.
Glorifying acts of harm committed against individuals or communities.
Coded And Implicit Threats:
Certain forms of speech, while not explicitly violent, may still pose a significant risk when used in context. Nexus removes content that contains veiled threats, including:
Retaliatory threats, such as calls for revenge or escalating conflict.
Historical or fictional references, where violent events are invoked as an implied threat against specific individuals or groups.
Encouragement of collective action, where language urges others to participate in violent acts.
Sharing personal details, such as addresses or locations, in a way that increases the credibility of a threat.
Context is critical in determining the severity of these statements. We consider factors such as local conditions, ongoing conflicts, and reports from the target of the content.
Threats Against Public Officials And Law Enforcement:
Law enforcement officers, election workers, and government officials are protected from threats, regardless of their public status. Any content inciting violence against these individuals will be removed.
Implicit threats, such as calls to "storm government buildings" or references to violent historical uprisings when discussing public figures, are also prohibited.
Election-Related Violence And Incitement:
To maintain election integrity, threats targeting voting locations, ballot counters, or election officials are strictly forbidden. This includes:
Encouraging violence in response to election outcomes.
Combining accusations of voter fraud with explicit or implied calls for harm.
Organizing armed gatherings at election sites.
Expressions of political frustration that do not include violent intent are permitted, but any content that implies or encourages forceful intervention will be removed.
Self-Defense And Protection Against Violence:
Discussions about self-defense, lawful protective actions, or military strategies are evaluated based on context. Content referencing violence in cases of home invasion, personal defense, or national security may be allowed when:
The violence is clearly in response to an imminent threat.
The action described is proportionate to the situation.
The content does not encourage vigilantism or extrajudicial violence.
Enforcement Actions:
Violations of this policy may result in content removal, account suspension, or permanent bans. In cases where a credible threat to public safety is identified, Nexus may escalate the matter to law enforcement agencies.
If content is flagged for review, we consider factors such as:
The potential for real-world harm.
The credibility of the speaker.
The likelihood of the threat being acted upon.
Whether the content serves an educational or awareness-raising purpose.
Exceptions For Awareness And Education:
Content discussing violence in an academic, journalistic, or historical context may be allowed if it does not encourage real-world harm. Nexus permits content that:
Raises awareness about violent crime and prevention.
Discusses violence in literature, film, or historical events.
Condemns violent actions and advocates for nonviolent solutions.
Satirical content must make its intent clear and should not realistically encourage or normalize violence.
