Inauthentic Behavior

Nexus is committed to authenticity, transparency, and genuine interactions across our services. To foster a trustworthy environment, we prohibit individuals and entities from misrepresenting their identities, artificially inflating engagement, or engaging in deceptive tactics to manipulate public debate. Inauthentic behavior encompasses various forms of deception, often involving a network of interconnected accounts, pages, or groups designed to mislead users or evade enforcement under our Community Standards.

When adversarial actors employ sophisticated tactics using fake accounts to influence public discussions or manipulate discourse, they engage in what we define as Coordinated Inauthentic Behavior (CIB). These operations are strategically designed to manipulate public sentiment for political, financial, or ideological purposes, with fake accounts serving as the core of these efforts. Due to their sophisticated and organized nature, these violations warrant heightened scrutiny and enforcement actions.

While Inauthentic Behavior is frequently observed in political or civic discussions, our policies apply universally, ensuring that no industry, ideology, or entity misuses our platform to distort authentic engagement. By enforcing this policy, we aim to protect the integrity of discussions and create an environment where users can trust the people, organizations, and communities they engage with.

Prohibited Activities & Manipulative Tactics:

Nexus strictly prohibits the creation, use, or claimed use of inauthentic digital assets (including accounts, pages, and groups) to:

  • Deceive Nexus or its users about:

    • The identity, purpose, or origin of an audience or the entity they represent.

    • The popularity of content, pages, or assets to create a false perception of influence.

    • The ownership, management, or control network of digital assets.

  • Evade enforcement measures related to our Community Standards by:

    • Repeatedly creating new fake accounts, pages, or groups after removals.

    • Using bot networks, proxy accounts, or deceptive engagement tactics to bypass restrictions.

  • Exploit Nexus’s reporting and moderation systems to harass, intimidate, or suppress voices.

Forms of Inauthentic Behavior & Coordinated Manipulation:

We define Inauthentic Behavior as a spectrum of deceptive tactics, including:

1. Inauthentic Distribution:

  • The use of a coordinated network of fake or deceptive Nexus assets to amplify content, artificially boost engagement, or create false narratives about a topic’s popularity.

  • Manipulating algorithms to increase the reach of misinformation, propaganda, or deceptive content.

2. Inauthentic Audience Building:

  • Using fake accounts or inauthentic networks to falsely inflate the audience size of pages, groups, or profiles.

  • Misleading Nexus and users about the true ownership, purpose, or reach of an entity.

3. Foreign Inauthentic Behavior:

  • Foreign entities posing as domestic voices through fake accounts, groups, or pages to deceive and influence local discussions.

  • Operations intended to manipulate perceptions of domestic sentiment, elections, or national policies.

4. Inauthentic Engagement:

  • Deploying bot networks, automated tools, or deceptive user accounts to create fake likes, shares, comments, or reactions that mimic genuine interactions.

  • Artificially inflating the credibility of content, public figures, or political movements.

5. Substantially Similar Deceptions:

  • Any connected network of deceptive digital assets engaging in coordinated efforts to mislead users about:

    • The source, credibility, or popularity of content.

    • The nature and purpose of entities engaging in manipulation.

    • Tactics used to evade detection or enforcement by Nexus.

Heightened Enforcement for Coordinated Inauthentic Behavior (CIB):

Beyond general inauthentic behavior, Coordinated Inauthentic Behavior (CIB) represents an advanced, highly organized manipulation strategy designed to systematically deceive users, evade detection, and influence public narratives.

We do not allow entities to engage in or claim to engage in:

1. Coordinated Inauthentic Behavior (CIB):

  • Sophisticated adversarial tactics using networks of fake accounts to mislead, evade detection, and manipulate public debate.

  • The use of fake personas, misinformation campaigns, or deceptive engagement tactics to amplify partisan, commercial, or ideological content.

2. Foreign Interference:

  • Coordinated efforts by foreign entities to manipulate discussions in another country, posing as local voices to influence elections, social movements, or policy debates.

3. Government Interference:

  • State-sponsored operations that use fake accounts, manipulated narratives, or coordinated bot networks to distort public perception or silence dissent.

  • Efforts attributable to government actors engaging in deceptive tactics to influence political or civic discourse.

4. Censorship Through Social Media Restrictions:

  • Governments that implement sustained social media blocks but continue using official government pages to deny violence or human rights abuses in violation of international law (e.g., Article 2(4) of the UN Charter).

Enforcement Actions & Consequences:

Violations of Nexus’s Inauthentic Behavior and Coordinated Manipulation policies result in:

  • Permanent removal of fake accounts, pages, and groups involved in deceptive networks.

  • Disabling of individuals or organizations engaging in CIB, foreign interference, or state-sponsored deception.

  • Referral to law enforcement for sophisticated cyber threats, election manipulation, or national security risks.

  • Public disclosures through transparency reports, when necessary, to inform users of high-level threats.

Transparency & Reporting:

Nexus regularly investigates, documents, and reports findings on Coordinated Inauthentic Behavior through Quarterly Adversarial Threat Reports. While these reports do not cover all enforcement actions, they provide critical insights into emerging threats and ongoing manipulation efforts affecting global discourse.

Policy Updates & Amendments:

This policy is continuously updated to address new forms of deception, digital manipulation, and adversarial tactics. Updates take effect immediately upon publication.
